DEFINITION
To provide technical, specialized, consultative, advisory and planning services in the Visual and Performing Arts; provide support and leadership for Arts for All, the Los Angeles County arts education plan; participate in the development of strategic operational plans and program activities; assist in providing direction and technical evaluation of certificated and classified staff; plan, organize, develop, recommend, and evaluate programs, processes, and procedures; serve as a resource to school districts, Los Angeles County Arts Commission, Community Arts Committee, arts education foundations and the office in the assigned area of Visual and Performing Arts; assist in the coordination of the project budget development plan and implement strategies to ensure budgetary compliance; conduct special studies and inservices; present at school board meetings, monitor legislation and provide interpretation and guidance; coordinate, monitor and review project services with local, county, state and federal agencies; and perform other related duties as assigned.

DISTINGUISHING CHARACTERISTICS
Requires specialized subject matter expertise in arts education, as well as comprehensive, directly related and progressive experience in the Visual and Performing Arts. Knowledge is applied to either personnel management within established policy guidelines and/or research, evaluation concepts, solutions and recommendations concerning educational and administrative operations. Under administrative direction, makes decisions of critical consequence, impacting daily operations of the Arts for All program; implement and revise established policies and operational procedures. May provide technical and functional supervision of professional, technical and clerical personnel. Meets most frequently with the Los Angeles Arts Commission, Community Arts Committee, superintendents, assistant superintendents, principals, arts coordinators, art teachers, artists, arts organizations, school district board members, State Department of Education staff, policy makers, as well as internal staff, for the purpose of planning and directing activities, implementing decisions, justifying and defending decisions, and negotiating or settling significant and/or controversial issues related to the VAPA and Arts for All program.

SUPERVISION RECEIVED AND EXERCISED
Administrative direction is provided by a consultant-in-charge, or higher level administrator.

Responsibilities may include technical and functional supervision of professional, technical and clerical personnel.

EXAMPLES OF DUTIES
Duties may include, but are not limited to the following:
*Provide on-going advice, consultation, and training services to the Arts for All project/VAPA program personnel in procedural and operational strategies.
*Plan, schedule, and arrange for the wide distribution of information regarding Arts for All/VAPA inservice training workshops, seminars, conferences and meetings.
*Assist in reviewing and monitoring of the Arts for All and VAPA project budget plan and establishes guidelines pertaining to expenditure control.
*Serve as a liaison between statewide, community-based, school-based and district level Arts for All constituents, school districts, agencies, State Department of Education, professional organizations, and other public and private agencies in the area of Arts for All and VAPA; assist in the identification of needs and the most effective methods of meeting needs.
*Participate in all Community Arts Committee meetings and represent the office at community-wide meetings related to arts education.
*Plan and coordinate professional development in the arts for administrators, teachers, parents, etc., in alignment with standards, curricula, and assessment.
*Survey and maintain current data on the status of arts education programming at school sites (provided by district or community), using criteria developed through Community Arts Committee planning process.
*Provide leadership in effectively communicating Arts for All goals in arts education across the 80 districts in Los Angeles County.
*Work with districts to promote a quality, sequential, comprehensive, standards-based arts education for all students, K-12.
*Support and advise districts in the development of art policies, long-term planning and implementation of an arts education plan for the students.
*Present workshops of the California Department of Education Visual and Performing Arts Framework, K-12.
*Provide professional development for administrators, teachers, support staff, specialists that develops deeper knowledge and skills in curriculum, instruction in the arts.
*Consult with districts in planning for arts programs, integrating the arts within the arts and connecting the arts with other subject areas.
*Provide research and relevant data for management planning sessions and subsequent policy and procedural guidelines.
*Evaluate progress based on benchmarks identified in the long-range plan for arts education.
*Plan, organize and develop management reports to communicate project milestones and accomplishments.
*Plan, organize and direct research and development activities in the design and implementation of new and innovative ideas and processes.
*Evaluate or provide technical evaluation of the performance of professional, technical and clerical personnel to ensure compliance with the project policies and operational objectives.
*Plan and organize cooperative inservice programs, workshops, and conference with other agencies and consultants.
*Prepare specialized reports, surveys, and other descriptive information for review and distribution.
*Serve on internal and external advisory, resource, and support committees.
*Provide leadership in the interpretation and application of state and federal laws and regulations, and office policies and regulations.
*Perform other related duties as assigned.

QUALIFICATIONS
Knowledge of:
*Principles, practices, methods, and techniques applicable to specified program.
*Effective management and administrative techniques.
*Appropriate methods of training, program planning, group facilitation, and instructional techniques.
*Effective management and administrative techniques regarding planning, budgeting, program implementation and modification, purchasing, and contract administration.
*Personnel management strategies, methods and techniques, including recruitment, selection, training and retention.
*California Education Code; current state and county policies; rules, and regulations of the office.

Ability to:
*Analyze, assess, and interpret legislative, statistical and programmatic data; apply knowledge gained in practical project administration.
*Effectively plan, schedule, coordinate, and conduct workshops, seminars, conferences, and meetings.
*Identify program needs and alternatives; implement modifications and improvements as needed.
*Plan and implement activities and procedures designed to ensure the completion of established goals and objectives.
*Demonstrate effective writing and communication skills.
*Work effectively as a team member to address district and LACOE projects.
*Establish and maintain effective working relationships with a variety of individuals and groups.
*Effectively and efficiently participate in the recruitment, selection, training and evaluation of subordinate personnel.

EXPERIENCE AND EDUCATION
Any combination of education and experience that would be likely to provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Five or more years of teaching, directly related and progressive experience, including one year of administrative experience. Involvement in community related arts programs is a plus.

Education:
Equivalent to a Master's degree in education or closely related field from an institution of higher learning accredited by one of the six regional accreditation associations as recognized by the Council on Postsecondary Accreditation. Possession of a valid California teaching credential authorizing service as visual arts or music teacher K-12. Possession and maintenance of a valid California administrative credential authorizing service as an administrator. Teaching experience of five or more years. Experience working with both elementary and secondary staff. Demonstrated leadership in VAPA education.

LICENSE OR CERTIFICATE
Possess and maintain a valid California Supervisory or Administrative credential (must attach credential to application) and a CCTC bilingual authorization.

Range 27(a) $90,924(b) $94,560(c) $98,340(d) $102,276(e) $106,368

Placement is restricted to A, B, or C depending on experience and qualifications. Extraordinary expertise and experience may result in a request to the Superintendent for placement on Steps D or E. Mileage is reimbursed. The position is eligible for full employer-paid benefits and a $500 annual supplemental benefit.

WORK YEAR:
Twelve months. Duty year is July 1 - June 30. 246 workdays, including 24 paid vacation days accrued at the rate of two days a month.

SELECTION PROCEDURE:
Applicants with the highest qualifications as determined by a training and experience appraisal committee will be invited to present their personal and professional qualifications to an interview appraisal committee. The top candidates, ranked by the interview appraisal committee, will constitute the list of eligible candidates from which the appointment shall be made by the division administrator.
